THE PROGRAM
These are the rules for joining the Financial Award Card Program from Stretch Finance Corporation, or “Stretch.”
This document explains how you can be part of the Stretch Financial Award Program, in partnership with the Rhode Island Department of Corrections (the “Partner”).
SELECTION
Random Selection
You were chosen to join the Program at random from a group of people who met certain requirements set by the Partner. You can find more details about these requirements in the Selection Criteria Appendix.
Invitation Acceptance
The Program starts on the day the Partner invites you to join (called the “Start Date”) and lasts for 90 days (the “Program Duration”). You have three business days to accept or reject your invitation. Whether you join or not does not affect your parole status.
ENROLLMENT
Activation Codes
If you choose to join the Program, the Partner will give you a one-time activation code. You’ll need this code to sign up online at https://app.stretch.money/. If you lose your code, reach out to the Program Coordinator for help.
Email Requirements
You’ll need a personal email address to get started. Stretch uses your email so you can manage the card issued to you (the “Card”) online, see transactions, get important messages, ask for temporary cards, and more.
MILESTONES & AWARDS
Each Program has specific goals (called “Milestones”) and cash rewards (the “Award”) for reaching those goals. The Partner has defined the Milestones and Award amounts for both Incentive Program One and Incentive Program Two. Once you’re invited to the Program, you have the whole Program Duration to earn an Award.
Incentive Program Assignment
Depending on your eligibility, you will be invited to join a specific Program. Please refer to your Program Milestone Sheet for details.
Funding
Once the Partner or Stretch confirms you’ve reached a Milestone, Stretch will add funds to your Card within one business day. If funds are added by mistake, Stretch can take them back.
PROGRAM DISMISSAL
Leaving the Program
You can decide to leave the Program anytime by letting the Program Coordinator know, either in writing or by speaking to them. Their contact information is in the Program Coordinator Appendix.
If you decide to leave, or if you are removed from the Program for suspected fraud, your Card will be closed, and any remaining funds will be returned to Stretch or the Partner.
Program Violations
Stretch and the Partner can remove you from the Program if they believe you might be attempting to unfairly reach a goal for a reward, if you try to use funds in a way that works around a Card Control, or if you are arrested during your participation in the Program.
ACCOUNT MAINTENANCE
Award Expiration
The money you earn as an Award won’t expire as long as your account stays active.
Inactive Accounts
An account is considered inactive if no transactions happen for 90 days in a row. If your card becomes inactive, it might be closed, and any leftover money is returned to Stretch.
CARD CONTROLS
There may be rules on how you can use your Card. Check the Card Controls Appendix for details on each rule.
Spending Limits
You can spend up to $500 in a single transaction, up to $2,500 in one day, and up to $2,500 in a month.
Prohibited Transactions
Cash Withdrawals: You can’t withdraw cash at ATMs or get cash advances.
Cashback Requests: Transactions where you ask for cashback will be declined automatically.
High-Risk Merchants: Purchases from certain merchants that are seen as risky will be blocked.
Funds Transfers: Funds added to the Card cannot be transferred to any external account or card.
Dynamic Adjustments
Stretch will monitor spending to prevent misuse. Based on what they find, they might change your Card Controls.
Temporarily Disable Cards: If they see suspicious activity, they might temporarily stop your Card until they can check with you and others if needed.
Limit Spending: Stretch or the Department may adjust spending limits to fit your situation.
Merchant Restrictions: The Department can request to block or unblock certain types of merchants.
SUPPORT
While you’re in the Program, you’ll get help with your Card from a Stretch Customer Support Agent.
Support Availability
You can get help by phone, chat, or email from Monday to Friday, 9 am to 9 pm Central Time, and Saturday from 10 am to 2 pm Central Time, except on Federal holidays.
IVR System
You can also use Stretch’s automated phone system (called “IVR”) for help. You might need to confirm your identity first. With the IVR, you can lock or unlock your Card, report it lost or stolen, close your Card, and check your balance.
Authentication
To protect your Card, you might need to verify your identity before speaking with an Agent.
Call Recording & Voicemails
If you leave a voicemail or talk to an Agent, you agree to have the conversation recorded for training and quality purposes.
DATA
Data Collected
By joining, you agree to share some information with Stretch. This information is used to meet legal requirements related to banking and anti-money laundering.
Stretch collects two types of sensitive data:
Personal Information (PII): This includes your inmate ID, name, mailing address, and email.
Transaction History: This includes details like how much you spend, where you spend it, the type of transaction, and the country of the merchant.
Data Shared
Your information, except for inmate ID number, is shared with key partners, like Sutton Bank and our card issuer, Highnote Platform Corporation.
Data Protection
Your data is stored securely on Amazon Web Services. It is protected with strong encryption (AES 256-bit) to keep it safe even if someone tries to access it without permission. When data is sent over the internet, it’s encrypted with advanced security (TLS 1.2) to prevent interception and tampering.
CONFIDENTIALITY
Stretch and the Partner know that keeping your information private is important.
All details collected during the Program, like your personal information, spending, and any Awards, will be kept confidential.
Stretch will only share this information with the Partner or others if required by law, or if you give written permission.
If there’s a potential breach of confidentiality, Stretch will let you know within three business days and work with you to fix it.

SELECTION CRITERIA APPENDIX
Criterion One
You were released on parole on or after November 1st, 2024.
Criterion Two
You were released on parole from your first sentence, or from your second sentence due to a previous parole violation.
Criterion Three
You are not classified as Seriously and Persistently Mentally Ill (“SPMI”) by the Partner.
Criterion Four
You did not receive Social Security Disability Insurance (“SSDI”) or Supplemental Security Income (“SSI”) before incarceration.
Criterion Five
You do not need in-patient treatment as part of your parole.
Criterion Six
You are not being deported.
CARD CONTROL APPENDIX
To manage how you spend funds from earned Awards, Stretch and the Partner have set up some rules on your Card (“Card Controls”).
The Card Controls Appendix explains the Card Controls attached to your Card. You can only use your Card for certain types of spending, and only in the United States. Some places, like casinos, bars, and online betting sites, are blocked.
You also can’t use the card to take out cash at ATMs or get cashback. If the Program sees anything unusual, it might temporarily block your card or limit spending until things are checked out. These Card Controls help make sure the Card is used safely and follows Program terms.
RECREATIONAL MARIJUANA
Recreational Marijuana
Even if your state has made marijuana legal for recreational use, it’s still against federal law. Because of this, you can’t use your card to buy marijuana or anything related to it. These purchases are blocked to follow federal rules.
FOREIGN TRANSACTIONS
Your Card will be blocked from transacting with merchants located outside of the United States of America.
